PERMISSIONS FOR TREATMENT IN PRIVATE CGHS EMPANELLED HOSPITALS / CENTRES.


Can I get permission for any Pvt Hospital of my choice?
Yes, provided the Hospital is empanelled for that particular procedure.


Can I opt for better implant by meeting extra cost over and above the ceiling? If yes, how?

Yes, you can. You will have to give an undertaking to the Hospital to that effect.

No. Charges for investigations are same for all categories whether investigated as In patients or Out patients.

Do not pay Make a complaint to AD / JD of the city

I suffered a fall .I suspect a fracture.Can I go to a diagnostic center in an emergency for xray?
In emergency you are expected to seek treatment in a hospital which also has diagnostic facilities.

I am an accredited journalist with CGHS Card Can I seek treatment in Pvt empanelled Hospitals in emergency and get credit facility?
No. Journalists are entitled only for OPD treatment from dispensaries and treatment from Dr.RML Hospital. Journalists are not entitled for reimbursement and are not entitled for treatment from empanelled hospitals.

The specialist recommends me to go a particular Pvt hospital but it is too far from my residence. Can I go to a nearby empanelled Hospital?.
Yes. Specialists are expected only to advice a specific line of treatment and are not authorized to refer to any identified centre. The choice of the Hospital is of the beneficiary.

I am a serving employee of an autonomous body ,holding CGHS card. who will give me permission for treatment on the recommendation of Govt specialist?
Office of the serving employee.

I am a pensioner beneficiary of an autonomous organization, having valid CGHS card. Can I obtain permission for treatment at Pvt Hospital from CMO I/c of wellness center?
No. Pensioners of autonomous organizations will be granted permission by their respective offices.

I am a pensioner beneficiary of Kolkata. In case of emergency, can I get treatment on credit at any empanelled Pvt Hospitals in other CGHS cities when I am on a visit to such city?
Yes.
27.
I want to take treatment in a non-empanelled Hospital of my choice for my planned surgery, recommended by Govt specialist Can I get reimbursement at CGHS rates.?
Permission is granted only for empanelled hospitals. No reimbursement is allowed for taking planned surgery in a non-empanelled hospital.

In case there is no CGHS prescribed ceiling for an implant, what is the cost reimbursable in such a case?
As per actual.

There is no facility for the treatment advised by Govt specialist in Pvt empanelled Hospital in the CGHS city I am residing. Can I get T A for travelling to and fro for my treatment at nearby CGHS city?
Yes. TA is admissible to the nearest CGHS city only when treatment facilities are not available in city of residence.

I am denied treatment at CGHS rates and on credit in emergency in a Pvt empanelled Hospital as I did not carry my card. Is this correct?
Yes, Facilities under CGHS at Pvt empanelled Hospitals are available to the beneficiaries on production of a valid CGHS card.

I have been advised Dentures by Govt Hospital Dental Surgeon Will CGHS provide me
Apply to AD / JD of city through CMO I/c of WC Submit Photocopies of Valid CGHS Card & Specialist Advice Permission shall be granted for dentures @ Rs. 2000 / max. and submit the medical claim for reimbursement

I was advised Cataract surgery by Govt. specialist. I took permission for pvt. Empanelled hospital . Shall I be reimbursed the full cost of lens.
Reimbursement shall be made as per CGHS rates Rates are available on CGHS Website.

I have been advised BTE Hearing Aid by ENT Specialist. Will CGHS provide me Hearing Aid
Apply to AD / JD of city through CMO I/c with Copy of Govt. Specialist advice Copy of Audiogram Copy of Valid CGHS Card Undertaking that no hearing aid has been received from CGHS in the past five years Permission shall be granted to you. Ceiling rate is Rs. 10,000 /- Medical claim may be submitted after purchase of Hearing aid.

I have been advised Digital Hearing Aid by ENT Specialist. Will CGHS provide me Digital Hearing Aid
Apply to AD / JD of city through CMO I/c with Copy of advice of two Govt. Specialists of different hospitals Copies of two Audiograms Copy of Valid CGHS Card Undertaking that no reimbursement for hearing aid was received from CGHS in the past five years. Permission shall be granted for Digital Hearing aid with a ceiling rate of Rs.30,000/- Medical Claim may be submitted after purchase of Hearing Aid.

Do Pvt. Empanelled laboratory Centers provide free home collection facility as per CGHS

I have been advised CPAP / BI-PAP / Oxygen Concentrator machine by specialist. How can I get it
Apply to AD / JD of city through CMO I/c of WC along with copies of advice (from Deptt. of Respiratory Medicine of Govt. hospital) and medical documents for permission to procure CPAP / BI-PAP machine Expert Committee shall examine and as per the recommendation of the expert committee permission shall be granted for purchase of the machine.

CAG, Govt of India orders on Food bills and Auto/Taxi bills while on deputation


The branch associations shall write to respective General Manager with a copy to General Secretary, CFA/PCFA and operating Member/OFB to ensure that this is implemented in toto and our members are reimbursed with their deputation claims. The rules on the above subject as issued by CAG is appended below:



Travel within the city
a) As far as possible, while on tour the team may undertake journey in one auto/taxi for travel between place of stay and the duty point.
b) Officials may be asked to furnish the details of the journey performed during tour in the format ‘Annexure A’.

Food Bills
As far as possible, staff should take its meals in establishments which provide receipts. However, in cases where obtaining receipts is impossible, a Certificate in respect of expenditure incurred on account of Food Bills during tour may be furnished by the Officials in the format ‘Annexure B’.

    After submitting to the factory management, copy of the membership list (Name, Designation,Per.No.) should be sent to THE SECRETARY(SECTION- I/R), O.F.BOARD, KOLKATA-1 either by Fax or Speed post. Another copy of the member ship list to be send to The General Secretary, NDNGSA/CE by MAIL or Post to CE Address.      
      All branch office bearers are requested to make membership of CMs in this year by effective communication to the members regarding activities of NDNGSA for the cadre development like 
                                             
 Court case at CAT,Jabalpur : Regarding Pay Fixation for CM at (Rs.6500 x 1.86) & JWM (Rs. 7450 x 1.86).Final hearing of the case in on 30th July'2013.


 NDNGSA is the only association which is seriously thinking about the cadre as well as organizational interest for which it has approached for legal action in CENTRAL ADMINSTRATION TRIBUNAL for the above cases and it will continue to fight for it.
This is the clear vision of our association.

Letter to Defence Secretary - Fixation of pay on promotion to a post carrying higher duties and responsibilities but carrying the same grade pay.

Sir,
                        On behalf of the Central Executive of this Association  I  request your kind intervention and  necessary action on the subject matter, since the JWM and Chargeman-I of Ordnance Factories  who have earned promotion after 1-1-2006 and before 29-08-2008 i.e. before declaration of 6th CPC are getting  one Incremental   financial loss.

                       As it is cleared in the above referred DOP&T’s O.M. No. 20020/4/2010 Estt.(D) dtd 13th Sept 2012, that the status of Chargeman-I and JWM who have earned  promotions after 1/1/2006 and before 29/08/2008 i.e. before declaration of 6th CPC, their promotional benefits will be protected as per the provisions of statutory recruitment rules applicable to the post/grade.  As per the guidelines issued by Ministry of Finance vide O.M.No. 10/02/2011.E.III/A dtd 7th January2013 cited at ref (i) above for fixation of pay on promotion to a post carrying higher duties and responsibilities. In para 3 of this O.M specifies that the matter has been  considered and the President is pleased to decide that in case of promotion from one post to another where the promotional post carries the same Grade Pay as the feeder post, the fixation of pay in such cases will be done in the CCS (RP) Rules 2008,provided fixation of pay in such cases was done prior to 1.1.2006(i.e previously) as per method/rule provision adopted for.

                     After implementation  of 6th CPC  the Ordnance Factory Board  has withdrawn their financial Incremental and superiority (seniority) benefits after merger of Chargeman-II,Chargeman-I and  Asstt. Foreman, Jr. Works Manager with backdated effect from 01-01-2006, which is against the statutory rules of promotion existing on that day. So their promotional benefits i.e. financial increment and Seniority will be protected as per the above order.
                                                            
                 We would also like to invite your attention towards the facts that as per 6th CPC  recommendation, where all  the posts in one  or  more pre-revised scales are merged  with a higher pre-revised scale and  given a common replacement  scale/grade pay/pay scale as per higher pre-revised scale, whereas for Chargeman-II, Chargeman-I and AF ,JWM  their pre revised scales are merged in lower pre-revised scale for basic  pay  scale calculation in 6th CPC .As these  posts are distinguishable posts as promotional and feeder posts respectively and they are covered  under the provision of MoF  O.M.No. 169/2/2000-IC dtd 24-11-2000.Though they have assumed higher responsibilities from the date of promotion and they have discharged higher responsibilities  accordingly, but after implementation of merger  as per 6th CPC  recommendations, the financial benefits are withdrawn from the Chargeman-I and JWM who have  earned promotions after 1/1/2006 and before 29-08-2008 i.e. before declaration of 6th CPC ,which is against the provisions of statutory recruitment rules applicable and natural justice.
  
                    It is therefore requested  to give  promotional benefits i.e. financial increment  & Seniority as per the above order to the affected Chargeman-I and JWM’s  who have earned promotions after 1/1/2006 and before 28-09-2008.

                     A copy of DOP&T O.M. dtd 13th Sept.2012 and MoF O.M. dtd 7th January 2013 are attached h/w for your ready reference please.
