Shri Bharat Bhushan Ojha CEC members visited OFB on 21/12/2015 and met with Hon’ ble
DGOF & Chairman OFB , Member/Per and DDG/IR and expressed anguishness and frustration
among of NGO cadre for non- publishing the promotion orders of JWM for all
disciplines.
In the evening of same date
DDG/IR given assurance that just now DPC/RDPC for the discipline has been
signed by Hon’ble DGOF & Chairman OFB and same will be uploaded on comnet
on 22/12/2015. DDG/IR also assured there
is no reversion order will take place from the post of JWM to Chargeman in
stream of Chemical and electrical.

Point No.1 Seniority list of
Chargeman should be published immediately without any discrepancies and DPC
should be conducted
Action Taken Report
In pursuance of OFB circular dated 20-04-2015,
Seniority list of Chargeman (Tech & Non-Tech) as on 01-01-2009 onwards, up
to 01-01-2013 was published. Consequent on due consideration on the large
number of representations received on the subject seniority list along with
consolidated compilation of details/particulars furnished by the respective
Factories, revised seniority list of Chargeman (Tech & Non-Tech) as on
01-01-2009 onwards, up to 01-01-2013 for disciplines has been circulated by OFB
in the month of Aug, 2015. Based on the revised seniority position, convening
of DPC/review DPC for promotion to the post of JWM (T/NT) from Chargeman (Tech
& Non-Tech) are in process. Order of promotion will be circulated as and
when DPC/review DPC for all disciplines of CM (T/NT) are being completed.
Preparation of updated seniority list of CM (T/NT) will be taken up after
completion of relevant formalities of the aforesaid DPC/review DPC.
Point No.2 DPC for promotion from CM(T&NT) to
JWM(T&NT) for the year 2014-15 & review DPC for the year 2013-14.

Point No.3 Inter-grade ratio of CM(NT/Store & NT/OTS) (JWM/Store & NT/OTS) at par
JWM(T).

Taken Report
To bring
parity in the inter-grade ratio of CM and JWM in both disciplines, two separate
cadre review proposals for JWM / Chargeman and clerical cadre have been framed
and submitted to MoD. Relevant incorporation / modifications has been made in
the proposed strength of the subject Cadre Restructuring proposals and
additional strength in the cadre of JWM (NT /OTS) exclusively for promotion for
OS has been duly accounted while deriving the revised strength. Considering
the significance and relevance of the subject cadre restructuring proposal, MoD
has been requested vide OFB ID dated 14-12-2015 to de-link the same from the
process of manpower rationalization of the organization. The matter will be further examined.
** NDNGSA
suggested to resolve the issue, OFB should act on model SRO circulated by DOPT as
per that the posts having 2 or more feeder grade, must have clear % or no. of
post of such feeder posts for promotion. The same should be applied in case of
JWM/NT, where 2 feeder grades CM/NT(OTS) & OS. At present Dovetail
Seniority is being prepared, why not clear % is identified?
Point No.4 Implementation of JCM-III decision in respect
of Escort duty related issues like OT, exemption of food bills & hotel
receipt. Chargeman should be exempted from Escort duties.
A copy of Munghate Committee for Escort duties should be provided to
Associations.

Regarding Escort Duty issue like OT, it is stated
that the matter has already taken up with MOD. Decision awaited.
Regarding Exemption of food bills and hotel
receipt, it is stated that the matter is presently pending before CGDA and MOD.
Decision awaited. The Chair directed
same is to be expedited.
Point No.5 MOD & three recognized Federations
proposal for framing of recruitment rules for MCM & Ch’man for granting
equal GP 4200/- and their further promotion will be directly in JWM is not
accepted, therefore it should be insured by OFB that next promotion of MCM will
be Ch’man and CM upgraded in the Grade Pay of Rs. 4600/-.
Discussion on restructuring of MCM
Cadre.
Action Taken Report
MCM has been
proposed as feeder post to the Grade of Chargeman (Tech) in the draft SRO revision proposal
which is presently under active consideration of MoD and DOPT.
Point No.6 Finalization of Cadre Review of Group-B
(G&NG) with the amendment in the GP of Ch’man as 4600, in place of 4200/-
Chargeman should be grant grade pay of 4600/- considering education
qualification, responsibilities. Copy of OFB ID No. Artisan/Cadre
review/A/GB/10 dated 13-05-2014 to be provided to association.

Based on the
recommendations of Cadre Review
Committee, a Cadre-review proposal
for CM and
JWM was prepared and
submitted to MoD on
09.10.2013 duly taking care of the inter-grade ratio between the posts
of the subject cadre. The proposal has
been revisited in view of the observations of MoD Note dated 04-12-2014 and
consequent upon relevant revisions , the same was resubmitted to MoD vide OFB
ID dated 12-12-2014.
Point No.7 Finalization of SRO revision of Ch’man
& JWM and submission of the same to 7th CPC./ Revision of SRO/RR.

SRO of CM/T & NT :- Proposal had
earlier been forwarded
to M of D
vide ID No. 100/ MISC / SRO /
TRACER/ A/NG dated 26-06-2011. DOP&T raised specific points
on the proposal. The queries raised by
the DOP&T were duly addressed by OFB HQrs and the reworked proposal for CM
(T) and CM (NT) has been re-submitted to MoD on 27-11-2014 and 08/12/2014
respectively. Observations of MoD has
been received vide MoD ID dated 23.03.2015. Reply to the same furnished to MoD
vide OFB ID dated 13.05.2015.
The point will be examined.
** NDNGSA has to give fresh representation to
revise the SRO/RR’s within the time frame manner after implementation of 7th
CPC.
Point No.8 Distance mode education & technical
education from a recognized Institution be included as eligibility criteria for
DR/LDCE in SRO. And
Reversion of Chargeman from LDCE should be
stopped and a amendment should be send to MOD/DOPT for change in SRO by
including distance mode of education

notification in this regard has been received. The matter is being examined
accordingly.
** NDNGSA
requested/suggested OFB to take lenient view in this issue & initiate for one
time relaxation to the affected individual’s.
Point No.9 Renaming
of Chargeman T & NT.
Action Taken Report
Vide
OFB Instruction No. 150/2015/Per/Policy dated 29/07/2015, copy of MoD F.NO.
410/2009-D (CIV-I) dated 01/05/2015 has been circulated wherein nomenclature of
CM (Store) posts has been revised as per 6th CPC
recommendations. However, for the sake
of uniformity it has been decided to retain the earlier designation and
maintain status-quo on the subject matter till the final outcome of 7th
CPC is received.
Point No.10 Risk
Allowance to all employees including NGOs for those operations where IEs are
getting risk allowance.
Action Taken Report
Regarding Risk Allowance to all employees
including NGOs, it is stated that the matter has already been taken up with
MOD. Decision awaited. This point should be reviewed after implementation of 7th
CPC.
Point No.11 Implementation
of concept of advance DPC w.e.f. the year 2015-16 as per DOP&T OM No.
22011/4/2013 Estt. (D) dt. 2801-2015
Action Taken Report
Convening DPC for promotion to the post of JWM (T/NT) from Chargeman (Tech & Non-Tech) for the vacancy year of 2015-16 for all disciplines are in process.
However, Section: Per/G and Per/DPC are to work out the vacancies to be filled
up in JTS, through promotion, after action for due amendment in SRO/RR for JTS
(to meet the requirement of UPSC). Only after receipt of vacancy distribution,
Section Per/NG can take further action towards preparation of proposal for
filling up said vacancies in the grade of AWM.
Point No.13 Prepare a calendar of DR/LDCE of CM
(T/NT) & JWMs (T/NT) for coming year.

Attempt/initiation would be taken to examine the
possibility to conform with the revised model calendar for DPC circulated vide
DOPT OM dated 28-01-2015.
The process of open tender is already initiated
by OFAJ. Issue will be examined & expedite further.
Point No.12 Rectification of anomalies
created during LDCE for CM to JWM examination question papers and keys. Due to
which most of the CM were affected in fast track promotions.

Based on revised / reviewed result after re-evaluation answer scripts
based on revised / corrected answer keys of the Limited Departmental
Competitive Examination (LDCE) held in October,2014 and as per the
recommendation of the Selection Committee , additional number of promotions and
transfers to the post of Jr. Works Manager (Tech) has been granted vide OFB
circular No. JRTT-70/2014/PER/GB dated 10-09-2015. Compiled result of the
subject examination was also uploaded on comnet through OFB circular of even
no. dated 11-09-2015.
** NDNGSA
had pointed out that till date after the publication of results, some factories
are not published the factory order for the individual’s cleared the
examination like OFCH. OFB replied to examine the issue on file.
Point No.14. Anomaly
(DPC) with respect to stream wise promotions should be rectified.

Attempt/initiation has been made to maintain
parity in promotions from CM (T/NT) to the post of JWM (T/NT) through the
RDPC/DPC that are presently under process.
Point No.15 .
Impact of Cadre Review of JWM on Chargeman Cadre.
Action Taken Report
Status of Cadre review proposal for Gr. B Supervisory Cadre (Gaztt
/Non-Gaztt) has been submitted under point 3 above.
Point No.16 Scrapping
of the proposal of surrendering the equivalent post of JWM for creation of more
than 50 posts of Finance Sub Cadre in IOFS Cadre by matching savings because it
will adversely affect the promotional prospects of Chargeman Cadre.

Point No.17 Development
of on-line program for framing the seniority of CM.
Action Taken Report
The task of Rectification / amendment
/incorporation of the seniority lists of CM/(T/NT) are in process in view of
the representations received. There is
no proposal for development of online programme for reframing of the seniority
list with the section Per/NG of OFB. The point will be examined.
Point No.18 Corrective action against anomaly in
promotion from CM-NT(OTS) & OS to JWM-NT(OTS).

The matter relates to the Cadre review proposal. Status already
submitted through Point No. 3 above.
Point No.19 Increase in sanctioned strength of AWM
in promotion to the sanctioned strength of feeder cadre i.e. JWM to ensure
appropriate career progression for both CM & JWM.

Any
increase in the sanctioned strength is to make on the basis of functional
requirement of the post.
A
proposal for restructuring of IOFS is in the pipeline where the AWM posts are
proposed to be increased from 375. However, the same has been kept on hold due
to ban on creation of new posts as an austerity measures of Government of India
circulated through Ministry from time to time.
Committee
for 4th Cadre Review of IOFS has been constituted and increase in
the strength of JTS will be proposed taking into account functional requirement
and carrier progression of JWM’s.
Point No.20 Restoration
of unauthorized withdrawal of promotional increment benefits to CM and JWM.

/2015-D (Estt./NG) dated 29-10-2015, relevant clarifications/guidelines in this
regard issued under MOF OM no. F-2-1/2015-E.III (A) dated 16-10-2015 has been
circulated through which the subject issue has already been taken care of.
The Chair directed that general order is to be given to all
units/factories.
Point No.21 Fixation of pay on promotion to a post
(CM-II to CM-I & AF to JWM) with grant of one additional increment to the
persons carrying higher duties and responsibilities being in the higher post at
the time of merger of posts of CM-II & I and AF & JWM.

Point No.22 Promotional
fixation benefit to be granted and pay fixation allowed as per FRSR to who are
promoted MCM to CM (higher responsibility) after 2006 or who are completed 10 years’
service from MCM and promoted CM after 2006 to be given GP 4600/-

from MCM to CM is not is SRO, so the fixation proposal was not accepted by PC
of A (Fys). Queries of PC of A (Fys) have been replied. Decision is awaited.
Point No.23 Restoration of grade pay 4600/- to promote
Chargeman.

It is reiterated that Vide OFB ID Artisan/Cadre Review/A/GB/10 dated 13/05/2014
, it has already been submitted to MoD that regarding the problem of MCM
(feeder grade) and Chargeman (promotion grade) being in the same grade pay of
Rs. 4200/- , the possible solution lies in upgrading the grade pay of Chargeman
to Rs. 4600/-. Reply on the matter has not been received from MoD as yet. However,
up-gradation of CM in grade pay of Rs.4600/- would further require reconfiguration of the grade pay of
promotional posts and also the strength of entire hierarchy of the cadre which
is presently under consideration of the
manpower rationalization committee. The Chair directed to re-examine.
Point No.24 Protection of seniority should be given to the individuals
promotes during next DPC conducted by OFB for the year 2014-15.

Non-Tech) are in process. Attempt has
been made to grant promotions on the basis of seniority, eligibility service
and vacancy in the level of JWM.
Point No.25 Transfer Policy for the Gr. B Non-Gazetted Officer should
be revised.

General Transfer Policy for all unit level
post will be finalised after getting joint proposal from all Federations and
CDRA as per discussion in last steering committee meeting.
**NDNGSA
proposed that transfer of Chargeman has to be monitored at the level of OFB as
all the aspects like recruitment, promotion, discipline matters are being
monitored at OFB level.
AIANGO proposed that transfer of chargeman
should be done at factory level.
Due to difference on opinion Chair directed
to submit representation.
Point No.26 Making of a
Policy for posting of newly recruited CMs minimum on zonal level.
Action Taken Report
No such proposal is
presently under consideration of Per/NG. Postings are done on choice cum merit
basis.
Point No.30 Amendment
in OFB’s proposal submitted to 7th CPC with proposal of replacement
pay scale of PB-2 GP-4200/- to MCM, replacement pay scale of PB-3 GP-5400 to
JWM and replacement pay scale of PB-3 GP-6600 (after merging the posts of AWM
& WM) to AWM to ensure the functional improvement in the organization as
well as to maintain a harmonic pyramid of hierarchical structure.

Subsequent to the OFB’s comments, it is indicated that an amendment to
the OFB Memorandum dated 06-08-2014 proposing inter-alia, Grade Pay of Rs.
4800/ for JWM & ASO has been forwarded to the 7th CPC vide OFB
letter No. 02/7th CPC/Q/PCC dated 11-09-2014. (7th CPC Cell-Dir/Admin)
Point No.31 Discussion on restructuring of MCM
Cadre.

The
matter is under examination at OFB.
Point No.32 Increase the
strength of A/NG Section in OFB or create a separate A-GB Section as cadre controlling section for
Group-B Gazetted Officers to avoid in-ordinate delay in execution of cadre
related activities.

separate section is presently under consideration of the Section Per/NG. The matter will be looked into.

Point No.34
Night duty allowance should be paid to Chargeman by new revised rates of
6th CPC norms as par with IE’s.

matter has already been taken up with PC of A (Fys) vide letter No.
658/NDA/Per/Policy dated 08-10-2015. Decision awaited.
Point No.35 Subsidiary items: OFB instruction No.
814/per/Pm (A/A) dated 01/07/14 viz. Furniture, Personal Computer, Diary,
Towel, Soap, Pens, Tubler Glass, Tea Cups, Water Jug etc. may please be given to Chargeman annually.

The above circular was issued for supply of
subsidiary items for Group-B Gazetted Officers and equivalent only. The said
circular is not applicable for Chargeman (Group-B Non-Gazetted)
The Chair directed to re-circulate the previous circular mentioning
Gazetted and Non-Gazetted specifically.

Point No.37 Forwarding of applications & issuing
NOC for outside employment as per DOP&T – Guide Lines for better career
prospects without hindrance within the specified time limit.
Action Taken Report
Per/NG issues NOC for outside employment, in
cases of JWMs, following the revised guidelines circulated on 19-06-2013. For
Chargeman, the powers for consideration / decision have been delegated to
Sr.GM/GM/HOO. The matter will be examined on File .

directed to issue circular to all HOD for forwarding the application for
UPSC/SSC/PSC post.
Point No.38 Representation of Associations in various
levels of Committees formed by OFB.

The Associations are intimated and included in
various committees constituted based on the matters related to their Cadre of
employees only.
Point No.39 Meeting should be conducted once in month
in facstories with Sr. GM/GM with a forum of Gr. B Officers (G & NG ) for
permanent redressal of grievances.

It is understood that a committee has been already constituted to
review Hard Station lists for Group-A Officers. It has been decided the report
of the same committee would be applicable for Group-B Officer. Reference has
been made to Section; Per/G to furnish the report of the said committee for
examination and implementation.

No.1 Redressal of anomalies in Seniority
list of Chargeman.
OFB’s Comments
Preparation
of seniority list for all disciplines of CM(T/NT) as on 01-01-2015 would only
be feasible after conduction and completion of necessary formalities of RDPC
from the vacancy year of 2009-10 onwards up to 2013-14 and regular DPC for the
vacancy year of 2014-15 for the post of JWM(T/NT) can be convened.
Review DPC of JWM is under process.
Point No.2 Promotion of Chargeman(T/NT) to the post of
JWM:-
Since, the last three years not a single Chargeman has been promoted to the
post of JWM whereas loss of vacancies are there. This process spoils the career
of Chargeman & it is a well-known fact that a person who knows about his
dull career, never serve to owner/employer/Organization with true heart or with
honesty. Ultimately entire negative impacts go to the productivity of the
organization.
OFB’s Comments
Consequent
on publication of revised seniority list as on 01-01-2009 onwards, up to
01-01-2013 for all disciplines of Chargeman (T/NT) in August, 2015, substantial
change in the incumbency position has been observed and hence prior to convene
regular DPC it is required to conduct review DPC for all disciplines of the
post of JWM (T/NT). Accordingly, relevant date as obtained from the respective
factories has been compiled and is about to place to DPC after observing
relevant formalities. After conduction and completion of necessary formalities
of RDPC form the vacancy year of 2009-10 onwards up to 2013-14 and regular DPC
for the vacancy year of 2014-15 for the post of JWM(T/NT) can be convened. The
action relating to the promotions will be initiated after completion of the
job.

Point No.4 Cadre Review:- A process of
cadre review of Group-B Gazetted & Non-Gazetted is going on but it is
unfortunate that no discussion has been arranged between the OFB official &
stake holders associations. Central Executive of the Association is failed to understand
that why OFB is ignoring the request of stake holders Association in this
regard.

Review proposal is pending with MOD.
Point No.5 Promotional 3% increment may be granted to
those who were promoted MCM to CM (for higher responsibility) : As per the
decision taken on 8th & 9th May 2015 during workshop
at NADP with related ACP/MACP issues .

Matter is under PC of A
(Fys). Clarifications sought have already been forwarded to PC of A (Fys).
Point No.6 Night Duty Allowance:- PC of A has
issued a order regarding NDA, as per order a employee getting the pay in pay
band more than 12380/- is not entitled for NDA. The order published by PC of A
creates a negative environment in organization. If this order published by PC
of A is implemented in organization then a junior Chargeman will get NDA
whereas the senior Chargeman working in similar environment will not get NDA.
Even though one also performs the function of unit in charge. It is against the
natural justice.
OFB’s Comments
The matter has been taken up
with PC of A (Fys) for fixation of ceiling NDA as per the national rate of Rs.
2200/- per month which was determined by DOP&T vide O.M. dated 04-10-1989.
Will be reviewed by PC of A (Fys). The representative of PC of A
informed the Chair that they are working favorably and necessary orders will be
circulated shortly.
Point No.7 Incorporation of AIANGOs views in Proposal
for revision of SRO in respect of JWM (T&NT).
(a) There should not be any clause for education
qualification in LDCE for JWM(T) in proposed SRO.
(b) Inter grade ration between JWM-NT &
Chargeman-NT/OS.
OFB’s Comments
(a) Though
DOP&T OM dated 31-12-2010, guidelines/instructions for framing of RRS had
been circulated wherein under Point 3.9 it was specifically conveyed that for
Scientific and Technical posts, education qualification should be insisted upon
for promotes also. The subject proposal has been framed in conformity with the
DOP&T guidelines. However, for regular / seniority based promotions, no
such provision of EQ has been proposed and the same has only been prescribed
for LDCE which is considered as fast track promotion.
(b) To bring

issue and necessary guidelines will be issued shortly.
Point No.9 Extension of facility of salary accounts under
Defence Salary Package to the Defence Civilian Employees.
OFB’s Comments
The Chair directed to take up the
matter at local since OFB has already issued circular in this regards.
Point No.10 Distance Education:- Central Executive
of NDNGSA requests kindly implement the Extract From the Gazette of India
Part-1 Sec.1 dated 25-07-2015 for the employees who have been educated through
distance education.

As this action involves
amendment of respective SRO, necessary action has to be taken by the respective
Cadre Controlling Sections.
The DDG/IR intimated that
due to misinterpretation of circular some of factories has published the order
of re designation in Store side. The clarification will be issued by OFB very
soon.
Point No.12 OFB should instruct all the GMs to immediate implementation
of Defence Salary Package to all employees.

The Chair directed to take up the
matter at local since OFB has already issued circular in this regards.
Point No.13 Removal of restrictions on DR-CM for 2
years OT and PLB.

The Chair directed to examine the
issue and necessary guidelines will be issued shortly.
Point No.14 Centralization of LDCE Chargeman
post:-
Previously CM post was factory/local based post for which LDCE was conducted
factory wise. At present CM post is centralized & the vacancies of all the
factories may be taken & exam may be conducted centralized by OFIL like
JWMs LDCE. By conducting centralized examination, all the vacant post in
different factories can be filled. Moreover there will not be any discrepancy
in seniority of Chargeman which is prevailing now. OFB’s
Comments
The point may be considered
only after OFRC is considered and approved by MOD.
Point No.15 Creating separate stream for clerical
from LDC – OS to JWM Promotions.
OFB’s Comments
In the Cadre Review proposal
it has already been proposed to consider 480 posts OS to JWM on promotion. The
same is pending with M of D.
Point No.16 Since Charegeman only being the feeder
cadre for JWM/NT, promoting OS to JWM/NT is against the provision of SRO.
Hence, OS to JWM/NT promotion should not be allowed, or else JWM/NT strength
must be enhanced proportionately. OFB’s Comments
Proposal for additional strength in the cadre
of JWM (NT/OTS) exclusively for promotion for OS had been submitted to MOD.
Detail will be informed in meeting
Point No.17 OFILs should get AICTE approval for run
the diploma & Graduation courses.

The proposal has not been
found practically feasible since it is not a core activity of this
Organisation.
Point No.18 SRO for JWM/NT post should be amended
accordingly to conduct LDCE from Chargeman.
OFB’s Comments
The draft proposal for
framing of SRO for JWM/NT has already been uploaded in the DOP&T web portal
for necessary approval. Provision for LDCE as a method of recruitment to the
post of JWM/NT has been incorporated therein. Latest queries / observations of
MOD has been received vide MOD ID dated 08-10-2015. Reply to the same has been
submitted to MOD on 13-10-2015.
Point No.19 Initiation to vacate the court stay
Order on JCM forum at High Court, Madras.
OFB’s Comments
The point has been noted.
Necessary efforts are being made to get the stay vacated.
Point No.20 As per point raised in JCM-III meeting
held during 10th June 2015, since chargeman only being the feeder
cadre for JWM/NT, promoting OS to JWM/NT is against the provision of present
SRO. Hence, OS to JWM/NT promotion should not be allowed, or else JWM/NT
strength must be enhanced proportionately, as per proposed SRO. (NDNGSA)

Point No.21 Revised the honorarium to various
performed duties
OFB’s Comments
Honorarium is applicable only
for exam related duties not for other duties since they are part of regular
nature of work of Organization.
Point No.22 In order to overcome the acute
stagnation in Chargeman/JWM cadre Direct Recruitment to the post of JWM under
“failing which clause” of SRO is to be stopped and that vacancies are to be
filled through promotion from Chargeman cadre.
OFB’s Comments
As per the
existing SRO for JWM/Tech, the ‘failing which’ clause is not associated with
the vacancies that are earmarked for promotion only. Even in the draft proposal
for framing / reframing of SRO for the post of JWM (T &NT), the said
provision has not been included within the promotion quota.
Point No.23Implementation of SOP for inspection of
input material.
OFB’s Comments
Kindly refer Dir/Vig OFAJ
letter dated 07-05-2015 wherein it has been pointed out that OFCH is not
following the SOP guidelines for Input Material Inspection. The matter has also
been reported to OFB by the General Secretary/AIANGOs.
In view of above OFCH is
advised to follow the SOP guidelines for Input Material Inspection strictly.
Point No.24 As per OFB instruction No. 754/Per/Policy
(pt) dated 06-11-2015 incentive scheme should be extended up to Gr-B
Non-Gazetted & Gazetted Officers.

Mandate of committee will be
reviewed and if required fresh mandate will be issued to cover all category
employees.
Point No.25 Disparities maintain the issue of Dual
Membership & its verification between Unions/Federations & other
service Associations.
OFB’s Comments
To be examined.
Point No.26 OFB should nominate an officer for
liaison with MOD to expedite the issue related to Gr. B Cadre. So that the
issues should be settled in a time frame manner.

Officers are being deputed
with specific assigned jobs including expediting of pending issues before MoD.
Point No.27 As per guidelines of OFB no periodical
meeting with Staff Association are conducted by factory management. Therefore
clear instruction should be given to all GM’s to conduct periodical meeting
with Staff Associations at least once in 3 months. The Minutes of the same
should be reviewed by OFB. OFB’s Comments
In this regards, instruction
has already been issued to all concerned factories vide No. 20/15/18(11)/A/IR
dated 13-07-2015. A circular will be issued to all for
providing the minutes of meeting between association and GM.
With the
permission of Chair following two additional points submitted:-
(1) Despite publication of revised result of LDCE
JWM-2014 some of factories has not published order of promotion.
(2) And despite publication of DGOF competency result
promotion order of Chargeman (elect) has not been published so far.(a
representation submitted NDNGSA to OFB Official)
The Chair directed to examine the issue.
