Information on Meeting regarding 7th CPC held with representatives of federations and Associations at OFB


·        A preliminary meeting on 7th CPC was held at OFB today (26/02/2014) with representatives of recognized federations and Associations

All the Federations and Associations stated that the memorandum regarding 7th CPC from federations and Associations would be submitted after the release of the Term of Reference of 7th CPC 


·         GS/NDNGSA demanded the following issues for consideration and to be settled.

a)      FITMENT TABLE for CM - 6500 X 1.86 and 7450 x 1.86 should be settled      before 7th CPC, the Group 'B' Cadre was the most suffered cadre in 6th CPC. 
b)  SRO amendment and Cadre Review implementation shall be carried out immediately before 7th CPC.
c) Court cases regarding Fixation of pay / disparity in Pay regarding in O.F. Organization should be review first by the 7th CPC committee.
d)      At present after 6th CPC, Average Percentage rise in Grade Pay for
     Group-C is 24.64 %,
     Group-A is 17.36%,
    whereas for Group-B is 8.77% only.    This disparity shall be corrected in 7th CPC
e)      Time Scale Gap should be Rs.1000 for 7th CPC workings in GP shall be taken.
f)      Annual Increment should be 10% of basic pay.
g)      Remote Area Allowance for all hard stations shall be given at par with North East      Region.
          h)   PLB Sealing should be increased.

          .      International LTC should be provided to all Government Employees once in service          which was welcomed by OFB and all representatives

2        .      CCL may be extended for widower also

3        .      As fuel cost is almost same in all cities, TPT, HRA and other allowances for                     employees    in hard station should be granted at par with A1 cities which will attract         employees to hard  station and in turn boost rural development.

4        .      Irrespective of cadre, risk allowance may be granted to all employees (who handle            detonative substances)

5        .      10 days encashment may be granted for all LTC‘s


6        .      PLB/Incentive should be granted to all cadres those who are not earning piece work           profit

7         .      Maximum limit on accumulation of EL and maximum limit of EL for encashment              at the time of retirement as well as benefit of surrender of EL for encashment                    purpose may be increased as 400 days.

        Other cadre related points


  •       UPSC has cleared 183 Promotion from JWM to AWM
           Engg-92, Chemical –55, NT/OTS- 15,Leather Tech-2, Clothing Tech-2
                  and remaining others OFB will clear it with in 2 months

  •       Promotion from CM to JWM(Total- 305)
             Mech-209, other branches-26, NT/OTS- 54, NTS-16,

O.F. BOARD ORDERS REGARDING PRODUCTIVITY LINKED BONUS TO DR CHARGEMAN ON PROBATION

1st OFBoard meeting held on 28-01-2014, Agenda pt.no.9/I/2014, the DR Chargeman will be allowed for  PRODUCTIVITY LINKED BONUS & asked FINANCE MAIN DIVISIONs views, their after FINANCE MAIN DIVISION conveyed their veiws through letter I.S. NOTE NO.FM-II/MISCL./Corr dated 04.01.2013,  that the division has no objection to the present proposal being put up to the OFBoard & the same DRAFT BOARD Memorandum may be approved by Member/Per.

COMMITTEE FOR 7TH CPC IS CONSTITUTED BY GOVT. INDIA

Justice ASHOK Mathur to head 7th Pay Commission

New Delhi, Feb 4:  
Prime Minister Manmohan Singh has approved the composition of the 7th Pay Commission, which will revise the salaries of over 50 lakh central government employees.

“The Prime Minister has approved the composition of the 7th Central Pay Commission,” the Finance Ministry said in a statement today.

Former Supreme Court Justice Ashok Kumar Mathur has been appointed as Chairman of the Commission, with Oil Secretary Vivek Rae as a full-time Member.

Rathin Roy (Director, NIPFP) will be a part-time Member and Meena Agarwal (OSD, Department of Expenditure) will be its Secretary.

Earlier in September 2013, the Prime Minister had approved setting up of the 7th Pay Commission.

The commission has been mandated to submit its report in two years and its recommendations would be implemented from January 1, 2016.

The setting up of the commission, whose recommendations will benefit about 50 lakh central government employees, including those in defence and railways, and about 30 lakh pensioners, comes ahead of the general elections.

The Government constitutes the Pay Commission almost every ten years to revise the pay scale of its employees and often these are adopted by states after some modification.

The sixth Pay Commission was implemented with effect from January 1, 2006, the fifth from January 1, 1996 and fourth from January 1, 1986.
