                                     SUB: Regarding meeting with NDNGSA office bearers.
R/Sir,
              I, the undersigned is directed by the  central executive committee of NDNGSA to bring the following to the notice of your good office, that there are too many problems in group “B’ non gazetted cadre in Ordnance Factories organization some of them as below:-


1.  Latest Seniority List for Chargeman-Discrepancies in Latest Seniority List of        Chargeman to be sort out  first & publish the latest one as  soon as possible. Latest Seniority List should be content the following details.
    
 a. ROTA / QUOTA to be followed in all the factories i.e. the seniority will be given to   
         individual from the       Year/date of holding the post of Chargeman.
 b. Clear criterion in arriving combined seniority with all details should be published.  


2.  Re-naming of Chargeman-Immediate settling of re-naming issue of Chargeman should
          be opted and action of OFB in this case  shall be expedited.

3. Transfer Policy- Mutual transfer cases and Forwarding of applications of Chargeman 
      seeking transfer to new project  Factories are getting denied by the factory. In view of 
     that, OFB should give authorization to the  interested Chargeman for sending
    applications directly to OFB with a copy to Factory Management.   This  enables the actual
    reach of applications to OFB for scrutiny rather than at Factory Management. 

4. Outside Employment-With the exception of UPSC, these days refusal of NOCs and not
       forwarding applications for outside employment is common. OFB / Factory
      Administration shall have to follow a persistent, clear and rational system.

5. Risk Allowance-Risk Allowance should be given to all Chargeman working in Hazardous
         areas like Chemical Plants, X-Ray Areas, Electroplating and Heat treatment areas at
         par with IEs.

6. Inter Grade Ratio- Parity In Inter Grade Ratio Of Gr ‘B’ Posts Of Technical And Non-
       Technical Streams- The inter grade ratio of 60:40 is maintained for Chargeman (T) and
      JWM(T). Where as the present inter grade ratio in case of Chargeman (NT) and JWM (NT) is
      70:30. The inter grade ratio of 60:40 should be maintained for Chargeman (NT) and JWM
     (NT) also.

7. Transparency In JWM Promotion List-It is noticed from the recent JWM promotion lists,
       many required  data like date of Chargeman Seniority, seniority number, seniority list
      which is followed are intentionally avoided. Providing of these data is to be ensured.

8. Transport  Allowance -Enhancing exemption of Transport Allowance from the purview of
         Income Tax from  Rs. 800/- to Rs. 3200/- plus DA Thereon.

9. Seniority List -seniority list of OS and CM (NT/OTS) as on 01-01-2007 and onwards.
      Promotion in the grade  of JWM (NT/OTS)from CM (NT/OTS) only. Separate line of
     promotion may be introduced for OS Inter grade ratio of CM (NT/OTS) OS And JWM
     (NT/OTS)

10. At present when an CM(Tech /Non Tech) is promoted to JWM(Tech /Non Tech) the
    responsibilities are  increased whereas the total pay packet is reduced which leaves
    nothing less than a demoralizing effect, this disparity may immediately be looked into and
   the pay packets of JWM(Tech /Non Tech) may be revised  accordingly to boost their morale.

11. Increment-Grant of increment on passing of c/m ldce on or after 02-01-2006 cases.

12. PLB for DR Chargeman-Not granting PLB for DR Chargeman during Probationary period.
    OFB should take a  proper initiation & necessary amendment in the existing OFB 
    instruction No.07/09/07-A/HRD dated 09.07.2007 with proper justification.

13 Providing OT To CM During Deputation- Over time should be given to CM during deputation
       & escort duty.

               On behalf of central executive committee of NDNGSA I request you arrange a meeting with office bearers of NDNGSA to solve the problems of cadre please.
