JUSTIFICATION

ACP Benefit
  The benefit of ACP should be restore to employees who got it from01.09.2008 to 19.05.2009 from the govt. order about MACP.

APPLICATION FOR OUTSIDE EMPLOYMENT May Be Forwarded To UPSC/SSC/Other Govt.Department.
  Some employees who are high qualified, applying for outside employment for batter future as per  the rule provided by govt. of India. But so many applications were denied to forward. It is submitted that govt.of India that “Application of the employees will be forwarded as a rule except in cases where they can be with held in public interest. ‘ Public Interest’ will be interpreted strictly, an employee including scientific / technical personnel is permitted to apply for an outside post up to four times in a year excluding applications to UPSC
  It is requested to instructions may be issued for forwarding the applications for outside employment please.

Before JWM Promotion Option Should Be Obtain From Individuals
  It should be necessary to provide option form to Chargeman weather he want or not the promotion of JWM.
  It is requested to issue the directives please.

Cadre Review Of Chargeman & JWM
  A copy of cadre review committee report may be provided to our association for discussion among the office bearers & members & before finalizing of Cadre Review Report a meeting with concern Associations may be arrange with  Hon’ble DGOF & Chairman O.F.Board . Sincethe our Association is not representing in JCM forum.
  It is also requested that please keep our Association suggestions previously regarding cadre review, before finalizing the matter.

Financial Increment & Seniority To Affected Chargeman-I And JWM’s Who Have Earned Promotions After 1/1/2006 And Before 28-09-2008.

The JWM and Chargeman-I of Ordnance Factories  who have earned promotion after 1-1-2006 and before 29-08-2008 i.e. before declaration of 6th CPC are getting  one Incremental   financial loss.
As it is cleared in the above referred DOP&T’s O.M. No. 20020/4/2010 Estt.(D) dtd 13th Sept 2012, that the status of Chargeman-I and JWM who have earned  promotions between 1/1/2006 & 29/08/2008, their promotional benefits will be protected as per the provisions of statutory recruitment rules applicable to the post/grade.  As per the guidelines issued by Ministry of Finance vide O.M.No. 10/02/2011.E.III/A dtd 7th January2013 cited at ref (i) above “for fixation of pay on promotion to a post carrying higher duties and responsibilities. In Para 3 of this O.M specifies that the matter has been  considered and the President is pleased to decide that in case of promotion from one post to another where the promotional post carries the same Grade Pay as the feeder post, the fixation of pay in such cases will be done in the CCS (RP) Rules 2008,provided fixation of pay in such cases was done prior to 1.1.2006(i.e. previously) as per method/rule provision adopted for.”
It is therefore requested  to give  promotional benefits i.e. financial increment  & Seniority as per the above order to the affected Chargeman-I and JWM’s  who have earned promotions between 1/1/2006 & 29/08/2008.

Formation Of DPC
Usually DPC’s are not constitute in time before March of every year to issue promotion orders from beginning of April.
It is requested that arrangements may be made for timely working of DPC between January to March & Promotion may be released in the month of April in every year so that financial loss can be avoided..

Fresh Recruitment Chargeman(Tech & Non Tech)
  There are too much difference between sanction strength & present strength of Chargeman (Tech & Non Tech). Also there is no filling up of vacancies as proportionate by means of Direct Recruitment or LDCE.
  It is requested that the efforts may be made for fill-up the vacancies of  Chargeman(Tech & Non Tech)

Inter Grade Ratio
  Parity In Inter Grade Ratio Of Gr. ‘B’ Posts Of Technical And Non-Technical Streams- The inter grade ratio of 60:40 is maintained for Chargeman (T) and JWM (T). Whereas the present inter grade ratio in case of Chargeman (NT) and JWM (NT) is 70:30. The inter grade ratio of 60:40 should be maintained for Chargeman (NT) and JWM (NT) also.

Latest Seniority List For Chargeman
  Discrepancies in Latest Seniority List of Chargeman to be sort out first & publish the latest one as soon as possible. Latest Seniority List should be content the following details.
      ROTA / QUOTA to be followed in all the factories i.e. the seniority will be given to individual from the Year/date of holding the post of Chargeman.
        Clear criterion in arriving combined seniority with all details should be published.

New Pension Scheme
  It is requested that, fund statement as GPF slip should be provided to those employees who are in new pension scheme for knowing fund position.

NGO May Be Exempted From ESCORT DUTY
Chargeman is coming under Group ‘B’ Non Gazetted Officer hence they should not be detailed for Escorting Duty in explosive duty. In this connection Chennai Cat also passed order for not deployment of NGO for escorting duty.

Productivity Linked Bonus
 Some Ordnance Factories are not interested to pay Productivity Linked Bonus to direct recruit probationary Chargeman by referring OFB letter No. 07/09/07-A/HRD dtd-09.07.2007.Actually up to 2007 they were directly report to respective OFIL’ & not associated with production activities but after 2007 they joined directly to respective factories & associated with production  activities from starting of service .
  It is requested that factories not given PLB may be directed to pay PLB as well as to OFIL staff please.

Promotion From Chargeman (NT,OTS & OS TO JWM(NT)
  Office Superintendent (OS)are getting promotion to the post of JWM (NT,OTS) with Chargeman (NT,OTS),but strength of OS is not included with the strength of  Chargeman (NT,OTS).It means those OS who gets promotion occupies the vacancies which may be filled by the promotion from the post of Chargeman (NT,OTS).Thus, it is injustice with them.

Renaming Of Chargeman & JWM
  If  an Industrial Employees ( ITI & below ITI/Matriculate) can become Managers, like JWM,AWM &  even WM ( which post require minimum entry qualification management Degree i.e. BE/Degree in science/Arts/Commerce) through promotion channel (SS-SK-HS-MCM-CM-I-CM-II-AF-JWM-AWM-WM), then why a technical employee (SS-SK-HS-MCM) having qualification less than diploma but having more than 15 years qualifying service in such a giant  industrial establishment as OFB can’t  be designated as an Engineer. It is not justified that only those who are having certificate of Diploma/Degree can be called an Engineer. It is nothing but to demoralize the people by designating as Supervisor, Chargeman, and Foreman, which is given by British.
  It is also requested that please keep our association suggestions previously regarding renaming of Chargeman & JWM, before finalizing the matter.

Risk Allowance
Risk Allowance should be given to all Chargeman working in Hazardous areas like Chemical Plants, X-Ray Areas, Electro plating and Heat treatment areas at par with IEs.

Transfer Policy
Mutual transfer cases and Forwarding of applications of Chargeman seeking transfer to new project Factories are getting denied by the factory.
In view of that, OFB should give authorization to the interested Chargeman for sending applications directly to OFB with a copy to Factory Management. This enables the actual reach of applications to OFB for scrutiny rather than at Factory Management.

Transport  Allowance
Enhancing exemption of Transport Allowance from the purview of Income Tax from Rs. 800/- to Rs. 3200/- plus DA thereon.

                With request above points are submitted herewith for needful action  on them for better interest of cadre as well as organization please.
